Integrated Discovery Analyst (IDA) / SIGDEV Analyst Level 3

Wyetech is seeking an experienced Integrated Discovery Analyst (IDA) / SIGINT Development (SIGDEV) Analyst Level 3 to provide discovery support to assigned stakeholders by optimizing existing accesses and supporting efforts to enable new accesses.

The IDA will focus on data and voice communications, including DNR, DNI, and other advanced technologies over IP. This position will provide support and insight into specific networks and information systems, troubleshoot dataflow issues, and enable discovery efforts throughout the mission space.

Required Skills/Experience:

• At least ten (10) years of demonstrated experience and demonstrated knowledge in SIGINT development analytic support.

• Within the last ten (10) years, at least five (5) years of experience with modern digital/optical telecommunications systems and protocols, telephony switching system networks, and/or internet communications.

• Strong communication skills and the ability to effectively coordinate with analysts, stakeholders, leadership, Collection Managers, and other mission partners.

• Experience supporting DNR, DNI, and advanced technologies over IP.

• Experience troubleshooting dataflow, processing, and content-quality issues.

• Ability to optimize existing accesses and support efforts to enable new accesses.

Key Responsibilities:

• Become knowledgeable of and remain current on accesses across relevant programs.

• Educate analysts on available capabilities and opportunities.

• Serve as an entry point for information and a primary point of contact for assigned stakeholders.

• Represent stakeholders and coordinate related actions across the mission.

• Coordinate with Site Collection/Mission Managers and provide feedback on accesses.

• Optimize and extend collection while leveraging midpoint accesses.

• Work with Leadership and Collection Managers to assess collection posture.

• Review categories and collection tasking and recommend appropriate changes.

• Work with internal and external organizations to troubleshoot dataflow, processing, and content-quality issues.

• Conduct research and analysis of collection and collateral data to develop targets of interest and analytic strategies.

• Identify target communications within the global network.

Level 3 SIGDEV Capabilities:

• Apply critical thinking and reasoning to make analytic determinations.

• Apply knowledge of various technologies and topics to identify analytic vectors.

• Apply principles and methods for exploiting foreign communications and communication systems to identify, collect, analyze, process, and disseminate SIGINT information in accordance with established requirements and priorities.

• Utilize software applications and databases associated with SIGINT target development.

• Develop techniques and tools for collecting, evaluating, analyzing, documenting, locating, and presenting information.

• Utilize SIGINT and collateral report repositories and incorporate independent research to enhance target development.

• Identify target communications within the global network.

• Independently perform SIGINT development activities and provide guidance to Level 1 and Level 2 contractor personnel involved with SIGINT development.

• Provide SIGDEV support for the purpose of optimizing and developing accesses.

Qualifications:

• At least ten (10) years of demonstrated experience and demonstrated knowledge in SIGINT development analytic support.

• Within the last ten (10) years, at least five (5) years of experience must have been with modern digital/optical telecommunications systems and protocols, telephony switching system networks, and/or internet communications.

Due to federal contract requirements, United States Citizenship and position appropriate security clearance is required. (e.g. Active TS/SCI security clearance with agency appropriate polygraph).

Salary Range: $82.00 to $110.00 per hour
Hourly pay rates listed for this position serve as a general guideline and are not a guarantee of compensation. Compensation will vary dependent upon factors including but not limited to: Government contract rates; education; relevant prior work experience, knowledge, skills, and competencies; certifications, and geographic location. Hourly pay rates reflect the pre-benefit gross wage amounts.
