Business Process Engineer – Level 2 (Scrum Master)

Wyetech is seeking an experienced Business Process Engineer – Level 2 (Scrum Master) to support a highly visible, enterprise-level technical project within the Intelligence Community.

The selected candidate will serve as the Scrum Master and primary coordinator for a cross-functional technical team, facilitating Agile ceremonies, removing impediments, and ensuring effective collaboration across engineering and development teams. This position combines Agile project facilitation, business process improvement, and enterprise-wide coordination to support the successful delivery of mission-critical capabilities.

The ideal candidate possesses strong leadership, communication, and conflict resolution skills, experience managing Agile/Scrum teams, and a demonstrated ability to facilitate business process modernization within a government contracting environment.

This opportunity supports a growing enterprise application with nearly 3,000 unique active monthly users, offering significant visibility to organizational leadership and opportunities to influence the development of new features and capabilities.

Key Responsibilities

Scrum Master & Agile Team Leadership

  • Serve as the Scrum Master for a cross-functional technical team, ensuring effective implementation of Agile/Scrum methodologies.

  • Facilitate Scrum ceremonies, including daily standups, sprint planning, sprint reviews, and retrospectives.

  • Coordinate engineering and development activities to support successful sprint execution and delivery.

  • Identify and remove impediments, blockers, and dependencies affecting team productivity.

  • Coach team members and stakeholders on Agile principles, Scrum practices, and continuous improvement.

  • Track, analyze, and communicate Agile team metrics, including velocity, burndown, sprint health, and delivery progress.

  • Protect the team from unnecessary interruptions, competing priorities, and scope creep.

  • Promote team accountability, collaboration, self-organization, and continuous improvement.

  • Support two-week sprint cycles and 90-day Program Increment (PI) planning activities.

  • Facilitate communication between developers, stakeholders, and organizational leadership.

Business Process Engineering & Modernization

  • Apply business process improvement and engineering methodologies to support process modernization initiatives.

  • Assess existing business processes, workflows, and operational procedures to identify inefficiencies and improvement opportunities.

  • Develop recommendations for improving business processes, procedures, and standard operating practices.

  • Define, implement, and maintain business processes that support organizational objectives and customer requirements.

  • Conduct business process analysis, reengineering, process measurements, and change management activities.

  • Apply industry best practices to improve operational efficiency, consistency, and effectiveness.

  • Support the development of business process improvement initiatives and modernization strategies.

  • Evaluate existing processes and recommend solutions that improve performance and reduce operational inefficiencies.

  • Ensure compliance with customer requirements, organizational policies, and applicable standards.

Enterprise Coordination & Stakeholder Engagement

  • Serve as a key coordinator between multiple project teams to ensure enterprise-wide integration of engineering and process improvement efforts.

  • Assist the Government with transitioning existing project teams and facilitating project activities and objectives.

  • Collaborate with Government stakeholders, developers, engineers, and technical teams to define requirements and project priorities.

  • Document and track initiatives, epics, dependencies, and deliverables to support timely completion.

  • Facilitate communication and resolve conflicts between cross-functional teams and stakeholders.

  • Identify project risks, process gaps, and operational challenges, and recommend corrective actions.

  • Coordinate stakeholder discussions to ensure business requirements and technical objectives remain aligned.

  • Support integration of new and existing business processes across enterprise systems.

Requirements Analysis & Process Documentation

  • Analyze organizational missions, strategic goals, customer needs, and operational requirements.

  • Document business rules, configuration requirements, functional requirements, and system requirements.

  • Develop and maintain process documentation, workflow diagrams, standard operating procedures, and technical deliverables.

  • Perform activity and data modeling to support business process improvement and modernization.

  • Identify best practices and establish performance measurements for evaluating process effectiveness.

  • Assist with defining and documenting capability delivery roadmaps from Initial Operating Capability (IOC) through Final Operating Capability (FOC).

  • Participate with Integrated Product Teams (IPTs) and stakeholders to establish trade-off criteria and conduct process gap analyses.

  • Evaluate Commercial Off-the-Shelf (COTS) solutions and recommend approaches that maximize existing system functionality.

  • Support requirements traceability, process improvement tracking, and project documentation.

Agile Program Execution & Continuous Improvement

  • Support Agile development activities within a two-week sprint cadence and 90-day Program Increment.

  • Facilitate sprint planning, backlog refinement, reviews, retrospectives, and other Agile ceremonies.

  • Support PI planning activities and coordinate dependencies across project teams.

  • Track sprint commitments, team performance, and project progress.

  • Identify opportunities to improve Agile delivery processes and team effectiveness.

  • Develop initiatives supporting continuous business process improvements.

  • Support project planning, risk identification, issue resolution, and stakeholder reporting.

  • Maintain accurate documentation of project initiatives, epics, milestones, and deliverables.

  • Promote consistent Agile practices while supporting the team's ability to adapt to changing mission priorities.

Required Qualifications

  • Active TS/SCI security clearance with current Full Scope Polygraph (FSP) is required.

  • Bachelor's degree in Information Technology, Business, or a related discipline from an accredited college or university.

  • Seven (7) years of experience conducting Business Process Reengineering (BPR) activities.

  • Five (5) years of experience utilizing process improvement methodologies, such as Agile technologies or Six Sigma, for Government Off-the-Shelf (GOTS) integration programs.

  • Demonstrated experience supporting, facilitating, or managing Agile/Scrum teams.

  • Strong leadership skills and the ability to coordinate cross-functional technical teams.

  • Experience with Agile project management and collaboration tools, including Jira, Confluence, Azure DevOps, or comparable platforms.

  • Strong facilitation, conflict resolution, and stakeholder engagement skills.

  • Experience working within a government contracting environment.

  • Excellent written and verbal communication skills.

  • Experience analyzing business processes, identifying improvement opportunities, and supporting process modernization initiatives.

  • Ability to coordinate multiple project teams and support enterprise-wide integration efforts.

  • Experience documenting business requirements, processes, procedures, and project deliverables.

  • Ability to manage competing priorities, remove project impediments, and facilitate team productivity.

Preferred Qualifications

  • Certified Scrum Master (CSM) or equivalent Agile certification.

  • Advanced Scrum certifications, such as:

    • Certified Scrum Professional – ScrumMaster (CSP-SM).

    • SAFe certifications.

    • Professional Scrum Master II (PSM II).

  • Experience with Scaled Agile frameworks, including SAFe or Large-Scale Scrum (LeSS).

  • Project Management Professional (PMP) certification or other project management credentials.

  • Familiarity with DevOps practices and CI/CD pipelines.

  • Experience applying business process reengineering methodologies, including Six Sigma and Lean.

  • Experience supporting federal agencies and Intelligence Community environments.

  • Experience facilitating Program Increment planning and coordinating multiple Agile teams.

  • Experience tracking Agile performance metrics, including velocity, burndown charts, and sprint health.

  • Experience supporting enterprise software development or modernization projects.

  • Experience coordinating large-scale technical initiatives involving multiple stakeholders and engineering teams.

Work Location, Schedule & Flexibility

Work Location: Linthicum Heights, Maryland 

This position supports a Government customer at FANX3 and offers a flexible work schedule designed to accommodate individual preferences while maintaining team collaboration and mission requirements.

Core Working Hours

  • Core collaboration hours are 10:00 AM – 2:00 PM.

  • Employees may establish flexible work schedules outside core hours based on mission requirements and team coordination.

  • Team members currently begin their workdays as early as 5:30 AM, with some remaining until approximately 8:00 PM.

  • Employees are encouraged to maintain consistent schedules to support team coordination and operational continuity.

  • The Government facility closes at 9:00 PM and is closed on weekends and holidays.

  • Operations are subject to Government facility closures and Code Yellow/Red weather or emergency conditions.

  • Major meetings are scheduled between 10:00 AM and 2:00 PM.

Work-From-Home Opportunity

  • Eligible employees may be considered for one work-from-home day per week after completing 60 days of employment.

  • Remote work opportunities are generally available on Wednesday or Thursday, depending on prioritized work that can be performed productively off-site.

Agile Sprint Cadence

  • The team operates on two-week sprint cycles.

Salary Range: $61.80 to $83.68 per hour

Hourly pay rates listed for this position serve as a general guideline and are not a guarantee of compensation. Hourly pay rates reflect the pre-benefit gross wage amounts.
