Wyetech is seeking an experienced System Engineer – Level 3 to support complex systems engineering, architecture development, integration, and modernization initiatives within the Intelligence Community.

The selected candidate will analyze user requirements, develop system requirements specifications, and lead the design, development, integration, and implementation of complex hardware and software systems. This position requires extensive systems engineering expertise, technical leadership, and experience supporting large-scale distributed architectures, enterprise systems, and mission-critical operations.

The ideal candidate possesses a strong background in systems architecture, requirements analysis, Service-Oriented Architecture (SOA), Department of Defense Architecture Framework (DoDAF), systems integration, risk management, and technical documentation.

Key Responsibilities

Systems Engineering & Architecture

  • Analyze user requirements, concepts of operations, and high-level system architectures to develop comprehensive system requirements specifications.

  • Lead systems engineering design, development, integration, and implementation activities.

  • Develop comprehensive Service-Oriented Architecture (SOA) solutions.

  • Develop operational, technical standards, and systems and services architecture views using applicable DoDAF standards.

  • Create and maintain system architecture documentation, technical specifications, and system design documentation.

  • Guide users in formulating requirements, evaluating alternative approaches, and conducting feasibility studies.

  • Provide technical leadership for the integration of requirements, design, and emerging technologies.

  • Incorporate new systems, designs, and capabilities into existing operational environments.

  • Develop system design alternatives that account for lifecycle cost, reuse, complexity, risk, scalability, and future growth.

Requirements Analysis & System Integration

  • Provide technical direction for the engineering, development, interfacing, integration, and testing of complex hardware and software systems.

  • Lead requirements elicitation, analysis, functional allocation, and system requirements reviews.

  • Develop concepts of operations, interface standards, and end-to-end system architectures.

  • Conduct technical and nontechnical assessments, system evaluations, and end-to-end flow analyses.

  • Develop and maintain system engineering management plans, system integration plans, and test plans.

  • Define software interfaces by origination, destination, stimulus, and data characteristics.

  • Define hardware interfaces by electrical and mechanical characteristics.

  • Improve integration strategies based on lessons learned and previous engineering decisions.

  • Coordinate integration activities across multidisciplinary engineering teams and customer organizations.

System Performance, Trade Studies & Risk Management

  • Conduct and approve end-to-end system trade analyses to optimize system performance throughout the system lifecycle.

  • Evaluate performance, availability, scalability, manageability, security, reliability, and other nonfunctional system requirements.

  • Use validated models, simulations, and prototypes to mitigate technical risks and reduce development costs.

  • Participate in Analysis of Alternatives (AoA) activities and recommend preferred solutions based on technical feasibility, assumptions, environmental impact, technology limitations, and lifecycle costs.

  • Develop alternative courses of action, workarounds, and fallback strategies for identified risks.

  • Monitor and reevaluate risks at appropriate program milestones.

  • Apply Earned Value Management (EVM) data to support risk monitoring and program assessments.

  • Identify technical dependencies and recommend mitigation strategies to improve overall system performance and mission readiness.

Configuration Management & Standards Compliance

  • Ensure periodic review and control of evolving system configurations, including hardware, software, and associated documentation.

  • Participate as a member of the Configuration Control Board (CCB).

  • Support configuration management activities throughout the system lifecycle.

  • Maintain knowledge of evolving agency, national, and international engineering standards.

  • Apply and enforce applicable technical standards to ensure consistency, interoperability, and compatibility across system components.

  • Ensure systems engineering activities comply with applicable program requirements, policies, and engineering standards.

  • Support secure system design and integration aligned with applicable legal, policy, and compliance directives.

Technical Leadership & Stakeholder Coordination

  • Plan, lead, and coordinate complex systems engineering efforts.

  • Serve as a technical authority for assigned engineering activities and deliverables.

  • Maintain responsibility for the technical integrity of systems engineering work products.

  • Interact directly with Government representatives regarding technical considerations, engineering challenges, and system integration issues.

  • Communicate technical recommendations, risks, and engineering decisions to program personnel, Government stakeholders, and senior executives.

  • Collaborate with cross-functional Integrated Product Teams (IPTs) to align system design and development activities.

  • Provide technical guidance and mentorship to engineering personnel.

  • Support technical reviews, architecture assessments, and program milestone evaluations.

Required Qualifications

  • Active TS/SCI security clearance with current Full Scope Polygraph (FSP) is required.

  • Twenty (20) years of experience as a Systems Engineer supporting programs and contracts of similar scope, type, and complexity.

  • Demonstrated experience planning and leading systems engineering efforts.

  • Bachelor's degree in Systems Engineering, Computer Science, Information Systems, Engineering Science, Engineering Management, or a related technical discipline from an accredited college or university.

  • Extensive experience analyzing user requirements and developing system requirements specifications.

  • Experience leading systems engineering design, development, integration, and implementation activities.

  • Demonstrated experience developing system architectures and technical documentation.

  • Experience developing Service-Oriented Architecture (SOA) solutions.

  • Knowledge of DoDAF architecture standards and development of operational, technical standards, and systems and services views.

  • Experience conducting system trade analyses, feasibility studies, and Analysis of Alternatives.

  • Experience supporting system configuration management and participating in technical review processes.

  • Demonstrated experience with system lifecycle management, technical risk assessments, and mitigation planning.

  • Experience developing system engineering management plans and system integration and test plans.

  • Experience defining and managing complex hardware and software interfaces.

  • Ability to provide technical direction for multidisciplinary engineering teams.

  • Experience collaborating with Government customers, program leadership, and technical stakeholders.

  • Strong analytical, problem-solving, communication, documentation, and technical leadership skills.

Preferred Qualifications

  • Experience supporting large-volume multimedia and multilingual content processing systems, including ingestion of multiple data formats, audio playback, object storage, and retrieval.

  • Experience with distributed peer-to-peer content storage and retrieval systems containing more than 500 nodes.

  • Experience with metadata indexing, summarization, data mining, visualization, and analytics.

  • Experience developing system performance, availability, scalability, manageability, and security requirements for mid-to-large-scale programs.

  • Experience developing technical documentation supporting engineering issues, system operations, or training.

  • Experience leading Agile and/or spiral development efforts.

  • Experience developing solutions that integrate and extend Commercial Off-the-Shelf (COTS) products.

  • Experience integrating COTS and Government Off-the-Shelf (GOTS) products from multiple vendors.

  • Knowledge of distributed storage routing and querying algorithms.

  • Experience implementing Storage Area Networks (SANs), data warehouses, and data marts.

  • Experience optimizing storage, retrieval, backup, and retention strategies across globally distributed, high-throughput text and multimedia storage systems.

  • Experience developing and deploying storage solutions within clustered or cloud environments.

  • Experience interacting directly with users and working in cross-Integrated Product Team (IPT) environments.

  • Experience planning and integrating secure, compliant solutions based on legal, policy, and compliance directives.

  • Knowledge of the internal architecture and operation of HDFS, Hadoop, HBase, Accumulo, or BigTable.

  • Experience supporting large-scale distributed systems, enterprise architecture, and mission-critical data processing environments.

Salary Range: $91.42 to $123.80 per hour

Hourly pay rates listed for this position serve as a general guideline and are not a guarantee of compensation. Compensation will vary dependent upon factors including but not limited to Government contract rates; education; relevant prior work experience, knowledge, skills, and competencies; certifications; and geographic location. Hourly pay rates reflect the pre-benefit gross wage amounts.
